Developer Contributions for Wastewater Infrastructure

CIOB Northern Ireland has responded to the Department for Infrastructure's Developer Contributions for Wastewater Infrastructure Consultation.

Our response argues that the structural shortfall in wastewater funding  requires a structural reform to infrastructure funding. To that end, and as the consultation paper concedes, developer contributions will not be sufficient to bridge the waste water funding deficit.

Instead, policy reform should focus on using locational value, specifically land value, to create a long term, sustainable source of funding for water infrastructure.
